    Not all orders can ship for but most can.  But If you check out without asking for a total I can't refund the full amount you overpaid because ebay charges me a fee for EACH shipping amount.  So if you pay 3 shipping amounts ebay charges me 3 fees and I can't get that back even when I do a partial refund.

    Regardless of what this listing shows I nearly always ship within 2 days of receiving payment for an item.  I have had to extend the handling time setting to accommodate the post office not scanning packages.  Late scans are a defect against sellers so my listing shows a 5 day handling time to lessen late scan defects.  But I try to ship asap, many times the same day.
